I have moved the Ecm back and forth from the engine to the top of the frame rail several times and with the same results. All the while I am still using the break out harness and the bypass harness. Thought maybe there was something wrong with the engine harness being bent differently possibly causing a shorted condition so I disconnected it and still am unable to communicate with it. The only difference here is the Ecm is sitting vertically and not horizontally about a foot from where it was. When I disconnect both harnesses and move the Ecm to the engine block and reconnect the very same wires, the engine will not run and the Ecm will not communicate. I can connect the test Ecm using the break out harness and bypass harness along with the original engine harness (J2/P2) and start the truck with the Ecm sitting on the frame rail. They sent a test Ecm and a harness bypass and break out cable set to test from there. Sent the Ecm to the local Cat dealer and they said they were able to power up the Ecm on the bench and it appeared to be ok. Pulled the OEM harness off of the Ecm and tested power and grounds warning lamp wires and data link wiring. Engine wouldn't run, check engine and stop engine warning lamps would not do a bulb check and Ecm would not communicate. I'm working on a 3126 in a business class freightliner with an automatic transmission.
